Buckingham names Dale L. Sheehan M.O.M. as Executive Director of Global Affairs

Buckingham is pleased to announce that Dale L. Sheehan has taken on an expanded role in the company with his promotion to Executive Director of Global Affairs.
“I consider it an honour to expand upon my duties with Buckingham and to assist in providing solutions to international needs and challenges. It is exciting to work alongside this team that has collectively dedicated hundreds of years to public safety and security,” said Sheehan whose 35 years in law enforcement have made a large contribution to this collective.
Sheehan, a Retired Assistant Commissioner with the Royal Canadian Mounted Police, served across Canada and internationally with the RCMP and was seconded to the former Yugoslavia with the United Nations Peacekeeping forces. He was Director General, Chief Superintendent of the RCMP Learning and Development Branch and was responsible for all RCMP National Training programs, Tactical and Technical Training, Canadian Law Enforcement Training, and International Training.
Through claiming the top spot in an international competition, Dale was appointed INTERPOL’s first Director of Police Training and Development in October 2008. He spent eight years in this role posted in Lyon, France, and Singapore.
Dale’s devotion to police training and development throughout the greater portion of his career has led to his current role as an international consultant. He conducts police training, development reviews and reforms worldwide at all levels from academy through senior management. He has been involved in the observation and review of police training and capacity building in over 125 countries. Dale has been retained and deployed internationally by SCG in several countries since 2017 and has led police academy reviews in Tunisia, Liberia, and Mali. Regarded as an international police training and capacity building expert, Dale has lectured worldwide on best practices in law reform, capacity building and police training at the International Association Chiefs Police and other international and regional forums.
Dale has served as an Adjudicator and Mediator with the RCMP and sat on several national and international board of directors, including Past President; Canadian Association of Police Educators, INTERPOL Group of Experts Police Training, Canadian Police Knowledge Network, RCMP Quarterly Editorial Board and the Intellectual Property Management Board.
Sheehan is also a published historian and freelance writer who co-authored Canadian best seller “Behind the Badge, A history of Depot Division”. He published and co-edited “Police Organization and Training, Innovations in Research and Practice” and “Match Fixing in Football”, spearheading a collective effort of 13 different countries and international partners to help broaden the appeal of public service through policing. His articles have appeared in several magazines and newspapers in Canada and internationally.
Born and raised in Montreal, Dale attended John Abbott College’s Police Technology Program and the Sprott School of Business Executive Strategic Human Resources Leadership Program. He is a graduate of Carleton University (B.A. Sociology/Criminology/Law) where there is now a scholarship program in his name. This scholarship, designed to aid students entering criminology and law studies, aims to help broaden the appeal of public service through policing.
Dale is the recipient of the St Johns Ambulance Medal, the Canadian Peacekeeping Medal, United Nations Protection Force Medal, Canada 125 Medal, Saskatchewan Centenary Medal, Queen Elizabeth II Golden Jubilee Medal, Queen Elizabeth II Diamond Jubilee Medal, Columbia Police Medal, Royal Canadian Mounted Police Long Service Medal, and the Member of the Order of Merit.
